Tournament Rules
USA HOCKEY SANCTION # MD11-072


1. USA HOCKEY rules shall apply which includes automatic off-sides.
2. All games will consist of 3 periods (12 minutes -12 minutes -12 minutes), stop time for all divisions. There will be a 3-minute warm-up prior to each game. All games begin immediately upon completion of the 3 minute warm up.
3. Equipment specifications are as per each team's governing body ie USA Hockey teams must wear mouth guards and Hockey Canada teams must wear BNQ certified neck guards.
4. All teams MUST be available to play 30 minutes prior to the scheduled start time.
5. The USA Hockey minimum suspension guidelines will be strictly enforced. All suspensions will be enforced according to USA HOCKEY Constitution, By-laws, and Regulations & Rules.
6. Any individual PLAYER receiving 5 penalties in ONE game or any TEAM receiving 15 penalties in one game, player or coach respectively will receive a game misconduct.
7. Girls will shake hands after each game at center ice.
8. If the goal spread at any time of the third period reaches 5 goals, the clock will run until the spread is reduced to 3 goals, then stop time will resume.
9. One - 30 second timeout will be allowed for each team during Consolation, Semi-Final & Championship games only. Overtime is not a new game. NO TIMEOUT in Round Robin.
10. A maximum of 20 players with no more than 18 skaters may be rostered with each team.
11. To be eligible to participate in the tournament, the participant's name must appear on the team roster form submitted with the final roster submission. Any changes to the roster must be made in writing and will not be permitted after registration prior to the first game. ALL Players must be registered with their Governing Body.
12. Teams will be awarded 2 points for a Win, 1 point for a Tie and zero (0) points for a Loss.
13. Standings after the round robin will be calculated on the basis of the Points awarded as per Rule 12.
14. In the EVENT OF A TIE, the following criteria will be used to break the tie:
a) Winner between the tied teams when they played head to head. (Applies to 2 way ties only, 3 or more teams tied start with tied breaker 14b.)
b) Percentage as calculated by dividing team's total "Goals For" by the SUM of the team's "Goals For and Goals Against". TGF / ( GF+GA) = % (See Chart Available)
c) Fewest Goals Against.
d) Most Goals For.
e) Fewest Penalty Minutes.
f) Coin Toss.
g) Follow Tie breaking rules in Order. Once a Tie Breaking Rule has been used or is not applicable it cannot be used again.

15. U10 Division -- After 2 games, seeding is done (1-7). Top 4 teams advance to the semifinals. 5th, 6th and 7th place will play a consolation round. Winners of the semifinals advance to the Finals. Losers of the semifinals play a consolation game.

16. U12 T1 Division -- 1st and 2nd place overall advance to Finals. Remaining teams play a consolation game.

17. U12 T2 Division -- 1st and 2nd place teams in each pool will advance to the T2 semifinals. 3rd and 4th place from each pool will advance to the T2-B semifinals. Winners of the semifinals advance to the respective Finals. Remaining teams play a consolation game.

18. U14 T1 AA Division -- 1st and 2nd place teams advance to the finals.

19. U14 T1 A Division -- 1st and 2nd place overall will advance to finals. Remaining teams play a consolation game. Remaining teams play a consolation game.

20. U14 T2 Division -- 1st and 2nd place teams in each pool advance to the semifinals. Winners of the semifinals advance to the Finals. Remaining teams play a consolation game.

21. U16/U17 T1 Division -- 1st and 2nd place teams in each pool advance to the semifinals. Winners of the semifinals advance to the Finals. Remaining teams play a consolation game.

22. U16/U17 T2 Division -- 1st, 2nd, 3rd and 4th place teams in each pool advance to the quarterfinals. 5th, 6th, 7th and 8th place teams in each pool advance to the T2-B quarterfinals. Winners of the quarterfinals advance to the respective semifinals. Winners of the semifinals advance to the respective Finals. Remaining teams play a consolation game.

23. U19 T1 Division -- After 2 games, seeding is done (1-7). Top 4 teams advance to the semifinals. 5th, 6th and 7th place will play a consolation round. Winners of the semifinals advance to the Finals. Losers of the semifinals play a consolation game.

24. U19 T2 Division -- 1st and 2nd place teams in each pool advance to the quarterfinals, along with "wildcard 1" and "wildcard 2" which will be determined as the next two highest rated teams overall (starting with rule #12). Winners of the quarterfinals advance to the semifinals. Winners of the semifinals advance to the Finals. Remaining teams play a consolation game.

25. Consolation, Semi-Final & Championship Games are played to a winner. In the event of a tie at the end of regulation time a Sudden Victory 5 Minute Overtime will commence. Teams will play 4 on 4. Players may be changed at any time. Goalies may be "pulled" at any time, and a substitute player from the bench may be used. If still tied, a shoot out will occur.
26. Shoot Outs: Teams do not change ends for Overtime or Shoot Outs. Each team must designate 3 shooters (S1, S2, S3) directly onto the score sheet prior to the start of the game. Any player serving a penalty at the end of overtime will not be eligible to participate in the shoot out. All players except shooter and goalies will be on the bench. Once a player has shot, they will go to the penalty box. Shooters from both teams will shoot simultaneously, starting at centre ice. All 3 designated shooters from each team will shoot. If still tied, each team will designate one shooter at a time until there is a winner. A player may not shoot for a second time until all players on the game sheet (except goalies) have shot.
27. Home teams must wear light colored jerseys. In the event of a conflict, the home team must change their jerseys. Visiting teams will advise opposing team of any conflict 30 minutes prior to game time.
28. Awards and Banners will be given out to Championship Winners & Finalists.
29. All team officials must sign the game sheet prior to each game. Players are not required to sign the game sheet in US Hockey.
30. Flooding of the ice will occur at the end of each game as required and may be deferred at the Tournament Committee's discretion.
31. Championship Awards and Medals may be Presented Off-ice if deemed necessary by tournament Officials and will be presented at a determined location as required.
32. It is the team's responsibility to ensure a clean dressing room is left upon completion of their game. All teams are requested to vacate the dressing room 30 minutes or less after their game is completed.
33. The decisions of the Tournament Officials are final with no appeals!!

OVERTIME RULES FOR
CONSOLATION, SEMI-FINAL AND
CHAMPIONSHIP GAMES


· Consolation, Semi-Final & Championship games are played to a winner.
· In the event of a tie at the end of regulation time a SUDDEN VICTORY FIVE (5) minute overtime will commence.
· Teams will start play with 4 on 4 Plus goalies. Players may be changed at any time. Goalies may be "pulled" at any time and a substitute skater -player from the bench may be used.
· If still tied at the end of the Sudden Victory Overtime, a SHOOTOUT will occur.
· Each team MUST designate 3 Shooters (S1, S2, S3) on the game sheet prior to the start of the game in the Left Hand Column.
· Any player serving a penalty at the end of overtime will not be eligible to participate in the shoot out. The coach must designate a shooter to take her place immediately at the end of regulation time.
· All players except shooter and goalies will be on the bench TO START.
· Shooters from both teams will shoot at the same time starting at centre ice.
· Once a player has shot, they will go to the penalty box.
· All 3 designated shooters from each team will shoot.
· If still tied, each team will designate one shooter at a time until there is a winner. A player may not shoot for a second time until all players on the game sheet (except goalies) have shot.

If a penalty occurs during the 5 - Minute Stop Time overtime, the teams play 4 on 3.

If a second penalty is called on the SAME TEAM and the first penalty has not expired, then it will be treated as a delayed penalty and will commence when the first penalty expires. The Maximum a Team may be at a disadvantage is 4 on 3


**Championship Awards and Medals MAY be Presented Off-ice if deemed by Tournament Officials due to time constraints and will be presented at a determined location as required. We thank you for your anticipated support in this matter.
